Exeter police chief Stephan R. Poulin said the driver of a 2014 Ford Focus, Sarah Arseneau, 21, of Stratham, went off Newfields Road, striking a tree and large boulder.
Striker, a 10-year-old mixed breed, was noticed by a neighbor who called the NHSPCA over concern about his appearance. His ribs were showing, hips protruding and his eyes sunken.
Portsmouth school superintendent Stephen Zadravec said James McKenzie was removed from his position after Portsmouth Police made the department aware of the allegation.
Additional police were already at the school in response to the chilling messages that appeared on TikTok and Snapchat deemed not credible by the state Department of Safety’s Information and Analysis Center. Those messages did not target any specific school on the Seacoast or anywhere else.
