The Barriers are Up in Rochester to Allow for Expanded Outdoor Dining/Bars

There is a lot of activity in my town of Rochester.  I noticed the concrete barriers going up around downtown and especially noticed the one across the street from my apartment to make way for expanded outdoor dining this Spring.
