A Dover mom was charged with violating New Hampshire's Civil Rights Act after she allegedly threatened her son's 9-year-old friend who is Black when he accidentally broke a toy.

Attorney General John M. Formella said Kristina Graper, 51, threatened the boy on May 10 while he played in a Dover park. Graper allegedly told the child that she would “kneel on his neck” and called him the "n" word.

According to the complaint the boy took the threat as being a reference to the George Floyd case in which a police officer held his knee on Floyd's back and began to cry. He will not return to the park unless others are there.

While speaking with police Graper denied threatening the boy but told police "this happened because “they” do not know how to shut their “n****r pie holes," according to the complaint.

Formella is asking that Graper be fined the maximum $5,000 penalty with a temporary restraining order and a preliminary/permanent injunction to remain in place up to three years.
