A Manchester man was arrested in Northwood on Sunday afternoon after he allegedly shot out the tire of a vehicle on Route 43.

Luke Foster, 20, is being held on no bail at Rockingham County Jail and is scheduled to be arraigned on Monday at the superior court.

Northwood Police Chief Glen Drolet said they were called at approximately 4:15 p.m. with a report of an active shooter. When they responded to the scene, the victim told officers that a masked man shot at their silver sedan.

"He did shoot at the victim and blew out the front tire," Drolet said.

Drolet said they found Foster and the black truck he was driving about a third of a mile down the road. Foster had parked at someone's house.

Numerous state police troopers and local police were still at the house near the intersection with Route 4 at 5 p.m.

The truck Foster was driving was towed away.
