Heavy rain from Tropical Storm Elsa is likely to blame for two ocean front beaches testing high for fecal bacteria and and algae blooms on two Seacoast region lakes.
Missing from the forecast is much needed rain as much of the Seacoast is now considered to be in a moderate drought, according to the U.S. Drought Monitor.
